1912年4月袁世凯出任大总统。北洋政府鉴于当时铸币、纸币十分复杂，流通的中外货币在百种以上，规格不一，流通混乱，折算繁琐，民众积怨，同时也想借助货币改制以解决军费问题，便决定铸发国币。袁世凯为了提高自己的统治地位，趁机把他的头像铸于币面，"袁大头"由此而来。1914年2月7日，袁世凯以大总统令形式公布了《国币条例》及《国币条例施行细则》，规定国币种类有银币4种(壹圆、中圆、贰角、壹角)、镍币一种(五分)、铜币五种(二分、一分、五厘、二厘、一厘)。国币以壹圆银币为主币。正面镌袁世凯侧面头像及发行年号，背面铸嘉禾纹饰与币值。《国币条例》公布同年先在天津造币厂铸造"袁大头"壹圆银币，后在南京、广东、武昌等造币厂陆续铸造。因袁大头壹圆银币币型划一，成色、重量有严格规定，很快受到了社会认同和接受，在国内金融市场上逐步取代了清朝的龙洋，成为流通领域的主币。Yuan Shikai became President in April 1912. In view of the complexity of coinage and banknotes, the circulation of more than 100 kinds of Chinese and foreign currencies, different specifications, confused circulation, cumbersome conversion, and people's grievances, the Beiyang Government decided to coin the national currency in order to solve the military expenditure problem by means of currency restructuring. In order to improve his dominant position, Yuan Shikai took the opportunity to cast his head on the face of the coin, from which "Yuan Datou" came. On February 7, 1914, Yuan Shikai promulgated the Regulations on National Currency and the Rules for the Implementation of the Regulations on National Currency in the form of a presidential decree, stipulating that there are four kinds of national currency (one yuan, middle yuan, one dime, one dime), one kind of nickel (five cents), and five kinds of copper coin (two cents, one cent, five cents, two cents, one cents). The main currency of the national currency is one silver dollar. Yuan Shikai's side portrait and issuance date are engraved on the front and Jiahe decoration and currency value are cast on the back. The National Monetary Ordinance promulgated that the "Yuan Datou" silver coin was first minted in Tianjin Mint in the same year, and then in Nanjing, Guangdong, Wuchang and other mints. Because Yuan Datou's silver coin is uniform in shape, with strict regulations on its fineness and weight, it was quickly recognized and accepted by the society. It gradually replaced Longyang of the Qing Dynasty in the domestic financial market and became the main currency in the circulation field.
